Why Troy

Disciplined leadership. Classroom-level perspective.

Twenty-nine years in uniform taught me how to lead people, manage budgets, build accountable teams, and make careful decisions under pressure.

A teacher at my kitchen table taught me who those decisions land on.

My wife is a teacher, and I have also served as an RRISD substitute teacher. Those experiences have given me a firsthand view of what educators carry, what students need, and how decisions made at the board table reach all the way into the classroom.

My Priorities

Four priorities for stronger schools.

Strengthen academics

Strong instruction, measurable progress, and preparation for college, careers, military service, and life. Students should leave RRISD with strong foundational skills and real options for what comes next.

Support & retain great teachers

Competitive compensation, practical classroom support, and disciplined budgeting that prioritizes the people doing the work so RRISD can keep the educators our students depend on.

Keep schools safe

Students and teachers should be able to focus on learning in schools that are secure, orderly, prepared, and supportive. Safety requires attention to physical security, consistent expectations, and effective campus response.

Fiscal responsibility & transparency

Every dollar should have a purpose, results should be measurable, and taxpayers should understand where the money goes. Strong financial stewardship helps protect the resources that reach students and classrooms.

Two principles behind every decision

Parents are partners.

Parents are essential partners in their children's education and deserve clear, accessible information about district decisions.

Students come first.

Board decisions should ultimately be measured by whether they strengthen classrooms, improve student outcomes, and prepare students for what comes next.

Great schools require great teachers

I've seen what the job actually demands.

My wife is a teacher. I have seen firsthand what educators carry home with them — the late nights, grading, planning, stress, and too often the money they spend out of their own pockets for their classrooms.

I have also served as an RRISD substitute teacher, giving me another view of the challenges teachers and students face every day.

Supporting teachers is not separate from putting students first. Great teachers are one of the most important ingredients in student success.

Teacher pay and retention deserve serious attention in every budget conversation, alongside the disciplined financial management necessary to sustain those investments.

My commitment to RRISD educators

  • Push for competitive compensation while demanding disciplined budgeting throughout the district so more resources can reach classrooms.
  • Reduce unnecessary burdens teachers are asked to absorb in time, paperwork, and personal expense.
  • Evaluate major board decisions by asking: Does this strengthen the classroom for students and teachers?

The Place 6 election

This November, Place 6 is yours to decide.

Place 6 is currently held by Fabian Cuero, who was appointed to fill the vacancy. The November election gives RRISD voters the opportunity to choose who they want representing them on the Board of Trustees for the next term.

Why Troy?

I believe my combination of military leadership, education experience, classroom perspective, budgeting experience, and disciplined management makes me ready to serve RRISD from day one.
